Wyoming Libertarian Party Bylaws

The Bylaws

Adopted in convention July 18, 1992, as amended

Article 1. Name

The name under which the party conducts itself shall be Wyoming Libertarian Party (hereinafter referred to as party), and all functions undertaken in the name of the party shall be so identified.

 

Article 2. Members

All membership in the party shall require acceptance of the party's principles by signing the Pledge, which states, "I hereby certify that I do not believe in or advocate the initiation of force to achieve social or political goals."

Voting membership in the party shall require payment of annual dues to the party. Voting members shall have the right to vote on party business as provided in these bylaws, and are eligible for the party's nomination.

Associate members of the party are eligible for the party's nomination, but shall not have the right to vote on party business.

Article 3. Meetings

Meetings shall be held as per law, by agreement of the members, or joint decision of the Executive Committee, and members notified thereof as practicable. All business shall be decided by majority vote of members present.

Article 4. Executive Committee

The affairs of the party shall be administered by an Executive Committee as defined below:

  1. Executive Committee members shall be voting members of the party;
    The word "voting" was inserted on April 11, 1998.
  2. The Executive Committee shall consist of Chair, Vice-Chair, Secretary, Treasurer, any and all sub-committee Chairs, and additional members as approved by [the] party;
  3. Executive Committee members shall stand for re-election annually;
  4. Committee members may be removed, with or without cause, by 2/3 majority vote of the party membership. In the event of death, resignation, or removal of a Committee member, the successor shall be selected by the remaining Committee members and shall serve the un-expired term of the predecessor;
  5. No Committee member shall be compensated for any service to the party other than the extent of reimbursement for actual expenses;
  6. The Committee may hold meetings by wire, mail, or any other means necessary or convenient to the needs of the party.

Article 5. Powers and Duties

  1. The Executive Committee shall have power to:
    1. Establish the time and place for party meetings;
    2. Suspend the voting rights of any member during any period wherein dues remain unpaid, or in situations where a member undertakes activities of obvious contrast and detriment to the beliefs and goals of the party;
    3. Withhold and deny use of the party name, support and funds from any proposed candidate who undertakes activities of obvious contrast and detriment to the beliefs and goals of the party;
    4. Nominate a candidate to fill a vacancy in the event of a candidate's withdrawal or death.

  2. The Committee has the duty to:
    1. Create and maintain an ongoing financial record of the party.
    2. Create and maintain a listing of party members.
    3. Appoint sub-committees as prudent or necessary.

 

Article 6. Amendments

The mover of a proposed amendment to these by-laws shall notify the Chair of such proposed amendment. The Chair shall cause the text of the proposed amendment to be published in the notice of the next regularly scheduled meeting, and shall place it on the agenda for that meeting. The proposed amendment shall be read at that meeting, and subject to amendments.

The proposed amendment, as amended at the first reading, shall be published in the notice for the next regularly scheduled business meeting, and shall be read, subject to amendments, and voted on at that meeting. Approval of the proposed amendment shall require a two thirds vote of the members present at the second business meeting.
