2026 nominating convention proposed agenda

  • Chair of the Libertarian Party, Zach Pedilla, calls the 2026 convention to order.

  • Chair of the Credentials Committee presents the credentials report to the convention for adoption.

    Chair will entertain motions to amend the credential committee report.

    Once all motions have been dispensed with, Chair will call for a motion to approve the credential committee report.

  • Party Chair recognizes the Party Secretary to motion to appoint the Convention Chair to take the gavel. Marshall Burt appointed os convention chair at the March 27, 2026 meeting by a vote of 5-1-1 with Burt voting “No”.

  • Convention Chair addresses the convention and presents officer reports.

  • The convention chair opens the floor to nominations for party office in descending order of office.

  • State Wide Candidates are entitled 8 minutes for speeches.

    Candidates for State Legislature are entitled to 4 minutes.

    Candidates for County Office are 2 minutes.

  • All candidates must compete against NOTA (none of the above), candidates who lose to NOTA fail to be nominated by the convention.

  • Two of seven seats are up for election on the Executive Committee, nominations will be entertained and each candidate shall receive 2 minutes to speak.

  • Elections of officers, top two elected. in case of tie, winner will be determined by a game of random chance.

  • The new board will go into executive session to appoint the new officers and propose any new business.

  • Announcement of new officers.

    Take up any new business.

  • Motion to recess until a date specific.

Convention Rules and Procedures Manual (CRPM)

For Nominating Conventions

Section I: Authority and Purpose

I. This Convention Rules and Procedures Manual (CRPM) is adopted pursuant to Article VIII, Section 8 of the Bylaws of the Libertarian Party of Wyoming (LPWY).

II. This CRPM governs all procedures for LPWY State Nominating Conventions

III. This manual shall be:

  • Published no later than sixty (60) days prior to convention.

  • Not amended within sixty (60) days of convention.

IV. In cases not covered by this CRPM or bylaws, Robert’s Rules of Order (latest edition) shall serve as a guide, subordinate to the Chair and Board authority.

Section II: Convention Overview

I. The Nominating Convention shall:

  • Nominate candidates in accordance with Wyoming law.

  • Conduct only business permitted under Article VIII, Section 1.

II. The Chair of the LPWY (or designee) shall preside until the convention confirms a Convention Chair.

Section III: Delegate Eligibility

1. General Requirements

I. Eligible Voting Delegates must:

  • Be members of the Libertarian Party of Wyoming in accordance with Article III; AND

  • Meet at least one of the qualifying criteria below.

2. Qualifying Criteria

A delegate must satisfy one (1) of the following:

(a) Financial Contribution

  • Has donated a cumulative total of at least $1,800 within the previous two (2) years to:

    • The Libertarian Party of Wyoming; or

    • A Libertarian candidate in Wyoming.

(b) Candidate or Officeholder Status

  • Has been:

    • A Libertarian candidate for public office in Wyoming in either of the last two general elections; OR

    • A partisan elected official in Wyoming.

    • A Member of the Wyoming Libertarian Party Board of Directors or a recognized County Party Elected Official.

(c) Lifetime Membership

  • Has been granted lifetime membership by convention delegates.

  • Recognized lifetime members include:

    • Richard Brubaker

    • Marshall Burt

    • Bethany Baldes

(d) Volunteer Service

  • Has completed at least 15 verifiable hours of volunteer service within the past two (2) years for:

    • LPWY;

    • A Libertarian candidate in Wyoming, OR

    • A Chair-approved activity.

(e) Delegate Expansion

  • Additional delegates may be added by a majority vote of eligible voting delegates at convention.

3. Good Standing Requirement

All delegates must:

  • Not have had membership revoked under Article III, Section 4.

  • Be verified and certified by the Credentialing Committee.

Section IV: Credentialing Process

I. The Chair shall appoint a Credentialing Committee (up to 3 members) at least 45 days prior to convention.

II. The Committee shall:

  • Verify eligibility under Section III.

  • Compile and submit a certified delegate list at least 25 days prior to convention.

III. The Executive Board shall certify the list.

IV. Upon certification:

  • The Party shall do its best to provide delegates official notice of convention in accordance with the bylaws.

Convention Adoption of Delegates

I. The first order of business shall be:

  • Presentation of the Credentialing Committee Report.

II. Delegates shall vote to adopt the list:

  • Adoption requires a majority vote of eligible delegates from the previous convention.

III. Once adopted:

  • The list becomes the official delegate body for:

    • This convention

    • The next organizing convention

    • Any interim conventions

Section VI: Quorum and Voting

I. Quorum

  • A quorum shall consist of a majority of certified delegates present.

II. Voting Rights

  • Each delegate has one (1) vote.

  • No proxy voting permitted.

III. Voting Thresholds

  • Candidate nominations: plurality unless otherwise required by law.

  • Delegate additions: majority vote.

  • Procedural motions: majority vote unless otherwise specified.

  • Suspension of the rules: two-thirds.

  • Overruling the chair: majority vote.

IV. Voting Methods

  • Voice vote (default)

  • Division (if challenged)

  • Ballot vote virtual or paper (required for contested nominations unless waived)

Section VII: Candidate Nominations

I. Candidates must:

  • Meet Wyoming statutory requirements.

  • Be LPWY members.

II. Nomination Process:

  • Candidates must be nominated from the floor.

  • Nominations require:

    • A nominator

    • A second

  • Candidate acceptance required.

III. Speeches:

  • Candidate speech: up to 3 minutes (modifiable by vote)

  • Optional Q&A if time permits

IV. Closing Nominations:

  • By motion and majority vote.

Section VIII: Conduct of Business

I. The Chair shall:

  • Maintain order

  • Rule on procedure

  • Ensure efficiency of the convention.

II. Appeals of the Chair:

  • May be made by motion

  • Overturned by majority vote

III. Debate:

  • Limited to ensure timely completion

  • Default:

    • 2 speakers pro / 2 speakers con

    • 1 minute each (modifiable by vote)

Section IX: Addition of Delegates at Convention

I. Additional delegates may be proposed after adoption of the credential report.

  • Requirements:

    • Must meet LPWY membership requirements

  • Approval:

    • Requires majority vote of eligible delegates

  • Newly added delegates:

    • Immediately seated with full voting rights

Section X: Certification of Candidates

I. Upon nomination:

  • The Chair and Secretary shall certify candidates to the Wyoming Secretary of State per statute.

II. Certification shall occur:

  • Immediately following convention or as required by law.

Section XI: Convention Logistics

I. The convention may be conducted:

  • In-person or hybrid format

II. Registration:

  • Opens at least 1 hour prior to call to order

III. Materials:

  • Delegate list

  • Agenda

  • Candidate list

IV. Time management:

  • Chair may impose time limits to ensure completion

Section XII: Decorum and Discipline

I. Delegates must:

  • Act in good faith

  • Avoid disruption

II. Visitors are:

  • Not permitted to speak unless approval by a majority of delegates on each subject.

  • In attendance in good faith, if any visitor disrupts proceedings, they will be removed by the chair.

  • Visitors are welcome as seats are available after delegates seated.

III. The Chair may:

  • Issue warnings

  • Remove individuals for disorder by majority consent of delegates

Section XIII: Final Authority

I. This CRPM is subordinate only to:

  • LPWY Bylaws

  • Wyoming State Law

II. The Executive Board retains:

  • Interpretive authority

  • Amendment authority (2/3 vote, outside 60-day window)

Section XIV: Effective Date

This CRPM shall take effect upon adoption by a two-thirds (2/3) vote of the LPWY Executive Board and shall remain in effect until amended or replaced.
